MINNESOTA: Recent data from the Centers for Disease Control and Prevention (2023) shows that 1 in 16 Somali 4-year-olds in the state has been diagnosed with autism, compared to 1 in 53 overall for non-Somali children. Earlier reports from the Minnesota Department of Health noted rates as high as 1 in 21 for Somali children versus 1 in 44 statewide.
In September 2025, a 28-year-old Minneapolis woman of Somali descent was charged in a $14 million scheme where providers allegedly issued fake autism diagnoses to children, billed Medicaid for unnecessary services, and pocketed kickbacks. Prosecutors allege some defrauded funds (from autism and housing scams) were wired to Somalia to support Al-Shabaab, a terrorist group. This is part of a broader probe into Minnesota’s welfare fraud, described as one of the largest in U.S. history, with millions potentially funneled overseas.
