In 2006, Vang was convicted of having repeatedly raped a 10-year-old girl in Minnesota. He had attempted to pay his victim $10 to keep silent, dismissed his acts of child abuse as a ‘minor thing’, and claimed it was normal for his culture for grown men to have sex with young girls. Walz said he deserved a second chance.
